Set 64 years before the events of the first film, its plot follows the events that lead a young Coriolanus Snow on the path to becoming the tyrannical leader of Panem, including his relationship with the Hunger Games District 12 tribute Lucy Gray Baird during the 10th Hunger Games.
Realizing that the stakes are no longer just survival, Katniss Everdeen joins her closest friends, including Peeta, Gale and Finnick, for the final mission. Together, they leave District 13 to free the citizens of war-torn Panem and assassinate President Snow, who is obsessed with destroying Katniss. What lies ahead are deadly traps, dangerous enemies, and moral choices that will ultimately determine the future of millions.
After her rescue from the devastating Quarter Quell, Katniss awakens in the compound below the supposedly destroyed District 13. Their home, District 12, has been reduced to rubble, and Peeta Mellark is now the brainwashed captive. At the same time, Katniss also learns of a secret rebellion spreading across Panem, a rebellion that will put her at the center of a plot to turn Snow around.
After arriving safely home from their unprecedented victory at the 74th Annual Hunger Games, Katniss Everdeen and Peeta Mellark find they must take a quick turn and start a Victors Tour. As she and Peeta travel through the districts, Katniss senses that a rebellion is brewing. However, President Snow proves that he is still in control when news breaks of a cruel change in the rules of the upcoming 75th Hunger Games.
In what was once North America, the Panem Capitol maintains its control over its 12 districts by forcing them to select a boy and a girl, called Tributes, to compete in a nationally televised event called The Hunger Games. Every citizen must watch as the young men fight to the death until only one remains. District 12 Tribute Katniss Everdeen has little to rely on, other than her hunting skills and keen instincts, in a setting where she must fight for survival and love.
